You can sign up for a VPS without a domain name or host name. The host name is simply for identification and can be anything, with no need for a working domain during sign-up.
You can purchase additional IP addresses for your Windows VPS at any time, either during sign-up or later through the member’s portal. The cost for each IP is $3 per month.
